The development of plastic packaging in China can be broadly divided into two key phases: the early stage of establishment and initial growth (from the founding of the People's Republic in 1949 to the beginning of the reform and opening-up policy in the late 1970s), and the period of rapid expansion that followed. During the first phase, the country was under a planned economy, which limited innovation and growth in many sectors, including plastic packaging. While some small-scale enterprises emerged, most were technologically outdated, relying on basic or "earth-made" equipment. The overall output of plastic packaging materials remained low—less than 200,000 tons in 1981, with only 19.1 tons produced that year. This was far from meeting the growing needs of the national economy.
With the introduction of the reform and opening-up policy in the early 1980s, China’s economy began to flourish, and so did its plastic packaging industry. From 1981 to 2001, the total output of plastic packaging materials surged to 3.5 million tons. In the following decade, it reached an astonishing 162.9 million tons—more than 80 times the level of 1981. Over just three decades, China transformed from a minor player to the world leader in plastic packaging production. Its scale now surpasses that of developed Western nations and Japan, making it the top producer globally. This rapid growth has been both impressive and transformative for the industry.
This explosive growth was driven by both external and internal factors. Externally, the reform and opening-up policy played a crucial role. It shifted the economy from a closed, planned system to one open to global trade and investment. This change significantly boosted production and export activities. In the past, packaging had often been overlooked, but as China's exports grew, the importance of quality packaging became clear. The saying “First-class goods, second-class packaging, third-class price†highlighted the need for better packaging solutions. As a result, the State Council established the China Packaging Association and the Office of Packaging Improvement, while local governments also set up their own packaging organizations. This high-level attention accelerated the development of the entire packaging sector.
Internally, the inherent advantages of plastic materials contributed greatly to this growth. Plastic is versatile, lightweight, durable, and cost-effective. With the development of synthetic resins, there are now numerous types of plastics available, each suited for different applications. These materials can meet the diverse needs of various products, offering a competitive edge over traditional packaging options like paper or metal. Moreover, after the reform and opening-up, China’s industrial infrastructure improved rapidly. Advances in resin production, molding equipment, and mold technology provided strong support for the plastic packaging industry, allowing it to thrive and expand at an unprecedented pace.
